Reporting from Bisnis.com, on Thursday (05/03/2020), the Director of CSID, Mohammed Ali Berawi, in an interview with Bisnis.com explained that the infrastructure financing scheme through limited asset management rights is considered positive as a breakthrough in financing government infrastructure projects. According to Ali, the policy in Indonesia regarding the prequalification tender for business entities that will manage State Property (BMN) assets or State-Owned Enterprises (BUMN) is actually part of the PPP scheme, especially for the management of BMN assets or BUMN assets, but with several considerations and note. These notes include, in terms of asset operation, the management scheme needs to be optimized and utilized.

From the government side, it is necessary to be firm in determining the achievement of minimum service standards from the management of infrastructure assets that will be carried out by business entities for the criteria of efficient, effective, comfortable, safe and sustainable. On the other hand, in the PPP scheme the government can empower domestic and foreign entrepreneurs to manage the operations and maintenance of assets. In this case, the government plays a role in maintaining a balance between the interests of entrepreneurs and the interests of the user community. This role of government will determine the success of asset management and utilization for both operators and users.

Furthermore, the results of the empowerment and utilization of BMN / BUMN assets will be able to contribute to support the financing of other infrastructure development capital. Asset assessment of BMN / BUMN and determining the winner of the tender for asset management business entities must be carried out through professional mechanisms by upholding accountability and transparency. The status of asset management must also be limited to the scope and time of management, so that in this context BUMN assets are permanent assets in government ownership.

Finally, an important key to asset management is periodic evaluation by the government, so that the government can ensure that the asset function can still operate properly and be useful after it has been returned by the managing business entity to the government.
